Ukrainian Association of Prosecutors took part in the work of round table „ The Role of Public in Reforming the Penal System”
On June, 2, 2005 on invitation of the Chairman of Board of the Centre of legal assistance to population „Public Defender”, a member of the Ukrainian Association of Prosecutors Oleksiy Lilyakov took part in the work of round table on the theme: „Role of Public in Reforming the Penal System”.
The representatives of the state institutions concerned took part in the work of round table – the State Department of Ukraine on Execution of Punishments, Ministry of Internal Affairs of Ukraine, Ministry of Justice of Ukraine, leading scientific establishments of the country. The representatives of the public formations, concerned with the questions of reforming the penal system, first of all, Associations of Political Prisoners and Victims of Repressions, Women’ Remedial Centre, Penal Association of Ukraine, etc, took an active part in the event.
During a sharp and frank talk the participants of the round table ascertained noticeable positive changes in reformation of the penal system. At the same time, the observance of human rights has not yet become the priority in the activity of criminal -executive system, the normative legal base of activity of the penal system is still imperfect, it does not correspond in many positions to the international standards of prisoners’ detention.
The participants of the event believe that interaction between the institution of the system of execution of punishments and non-governmental, public organizations and formations needs to be considerably activated and enlarged with view to establish the effective public control over observance of human rights and European standards in the activity of penal system.
The positive resolution of these issues will be encouraged by activation of prosecutorial inspection over observance of laws in penal centres and institutions. „We, the prosecutors, consider fidelity to principle and persistence of prosecutors in assertion of legal rights and interests of the convicted persons, who serve their punishment in detention centres, as a necessary mortgage of reaching the aim of criminal punishment” – Oleksiy Lilyakov pointed out.
