On May11th, 2005 in Kyiv in the Office of Academy of Prosecutor's Office of Ukraine attached to the Prosecutor General 's Office of Ukraine the first international conference took place on the theme: „Public Associations of Prosecutors: Foundation, Activity and Ways of Development”, organized by the new founded All-Ukrainian public organization – the Ukrainian Association of Prosecutors.

While welcoming foreign guests and members of our local branches, the President of the Ukrainian Association of Prosecutors Oleksandr Shynalskyi pointed out, inter alia, that the meeting they had that day was of large practical value, as during work of the Conference they got an opportunity to discuss the most important, most actual questions of establishment, functioning and development of public association of prosecutors, to share positive experience. Personal communication and acquaintance of participants of the Conference give grounds to hope for continuing of international cooperation between the public prosecutor associations of different countries both in multilateral and bilateral formats.
President of the International Association of Prosecutors Mr. Henk Marquart Scholtz devoted his presentation to informing the present guests about the Standards of international institution headed by him. Among the tasks of the International Association - assistance to the effective, just, objective and operative prosecution of penal acts; assistance in achieving high norms and principles in execution of criminal justice; rendering the international help to prosecutors in the fight against organized or other dangerous crime; assistance in carrying out of measures to remove corruption in the public administration, etc. The President of IAP made special stress on the important value of active international cooperation between public prosecutor's organizations of different countries, as the necessary pre-condition of implementation Association tasks.
The vice-president of Hungarian Association of Prosecutors Mr. Laszlo Venczl, the vice-president of Associations of Prosecutors of the Republic of Poland Mr. Zbigniew RZEPA, member of the Executive Committee of the Association of Public Prosecutors of the Republic of Moldova, Deputy Prosecutor General of the Republic of Moldova Mr. Oleksandr Stoyanoglo told about experience of establishment, functioning and prospects of development of public associations of prosecutors in Poland, Hungary and Moldova.
In his address the President of the Ukrainian Association of Prosecutors O. Shynalskyi told, that the Statute of the All-Ukrainian public organization „Ukrainian Association of Prosecutors”, adopted by the General Meeting of participants on January 20, 2005 and registered by the Ministry of Justice of Ukraine on March, 15, 2005, determines as the goal of its activity protection of rights and legal interests of its members, who held or are holding the post in the prosecuting bodies of Ukraine, and the active support of authority and positive image of the prosecutor’s office and prosecutors; assistance in realization of tasks of the prosecutor's office as the body, the activity of which is directed to establishment of the rule of law, strengthening of law and order.
In order to achieve this goal, the activity of the Association is directed to realization of the number of important tasks, among which representation of interests of members of association in public bodies and courts, public organizations; assistance in the active prevention from violations by the members of the Association and the active popularization of mental and ethical norms and rules among the prosecutors; assistance in establishment of relations between prosecutors, prosecuting bodies and associations of prosecutors all over the world with the purpose to exchange experience in protection of human and state interests; ensuring of raising the level of independence of prosecutors, their protection from any influence, including political; providing the consultative and practical help to the members of Association in legal protection from infringement of their legal rights and interests; assistance in scientific activity of the members of Association and holding of scientific competitions; development of proposals on reformation and improvement of the system of Prosecution Service, legislation on the Prosecutor’s Office, etc; organization and financing of sport, education and cultural events for the members of Association, etc.
Member of the ExCo of the Ukrainian Association of Prosecutors Anatoliy Mudrov made a very interesting and informal presentation. He raised for discussion with colleagues a number of concrete proposals relating to reformation of the Prosecution Service with view to fulfil the international obligations of Ukraine, to optimize and raise the efficiency of the activity and level of independence of prosecutors.
The participants of the conference discussed the reports, exchanged opinions on the further prospects of development of public organizations of prosecutors, their place and role in reforming the Prosecution Service, bringing them to the level of European standards. The experience of the Ukrainian party in the foundation of public association of prosecutors that would assist in the establishment of the rule of law, the most effective execution of functions by the prosecuting bodies, was positively appreciated by our foreign colleagues.
At the end of the conference a press-conference was held for the domestic and foreign mass media.
